In 2020, the City of Dallas issued a request for proposals for developers as part of their 1000 Unit Challenge, a development plan to increase the number of affordable housing options througout the city.

The government defines affordable housing as any home, rented or owned, where the for which the occupant(s) is/are paying no more than 30 percent of his or her income for gross housing costs, including utilities. 


Affordable housing is simply housing that is affordable based on the AMI.


Low-income housing encompasses several federally funded housing programs. In addition to the Housing Choice Voucher Program, options include Section 42 and public housing.

Once the median income is established for an area, households earning less than 80 percent of that amount are considered low income. Those earning less than 50 percent are considered very low income, and anyone making less than 30 percent of the AMI is considered extremely low income.


According to HUD, anyone paying more than 30 percent of their income on housing is cost burdened, and anyone paying more than 50 percent of their income on rent is severely cost burdened.
